they could've released everything a week apart from each other, it was all prepared. I doubt this is an issue of "they don't care"

New content gets released on the PvP server first, because they're ahead of the PvE server in the timeline. So in a way you could say the PvP server is beta testing content before it gets released on the PvE server .
