Sure, let's all get along.
That's a great idea, except it simply doesn't work in this situation. When an English server is peaking at Chinese times you've got a target audience issue.
We're already dealing with 4-6 times the intended population of a vanilla server. The fact the server is even stable at ~10k people online is a miracle in itself, but how further can you push it? 15k? 20k?
At that point it doesn't matter if the server is running flawless, 15k people on a single server is unplayable. Resources and mobs will need to be re-spawning instantly to even hope to keep up with player base, which will tank the economy even further then the freaky one we got going on now.
A Chinese specific server is the only solution to this problem, along with forced transfers. I understand that you can't just IP lock it, as the Chinese already use proxies for days, but you could limit it based on client or language packs.
The server simply cannot handle the increasing population, and no amount of optimization will make it better.

Also, the Chinese aren't a race, they're a nationality. Stop throwing the term 'racist' around when even the staff are misunderstanding it.
