Hey could we please get a rough estimate of when this clustering will be implemented? PVP realm is unplayable for me w/ 1-2 second delays on every keypress when pop is 9k+

it just depends which zone you are in, there will not be lags in instances or in areas where no players are

That's how it is and that's how it will remain even with clustering. All this will change is that the overall delay will be reduced.

I'm not sure I understand. From what I gather, I thought that the only purpose was to offer a lag-free server. But I also heard from a guildie that from the average leveling player's point of view, every zone will have a smaller population in appearances, meaning less competition for mobs and quest items and resources. Is this last bit true?

No, that is a common mistake. We are not instancing the world itself.
