Read the bug report in OP. Impact will proc just fine until one uses Ice Block.

Anyone check whether it is still bugged after reset today? Haven't had the chance to. Some people mentioned they are able to interrupt channeling spells now which was similarly updated to "resolved" on bug tracker.
