Nefarian and Vael are immune, all the others (save Broodlord and Chrom) have very high resistance.
Or they should, anyway. Maybe the server is #nostlike and bosses aren't fire resistant, making fire actually viable in BWL, it's just that nobody ever bothered to try :^)
