I'm neutral rep with Warsong Outriders but I can see none of the gear that the wsg quartermaster in barrens should be selling. I think I should be able to see it, just not be able to purchase it because of no reputation right?

this is not a bug, your will be able to see the items according to your rep. neutral gives you nothing.
