If killing a lvl 60 rank 3 gives u 500 honor, killing a lvl 20 rank 3 gives u 100 honor... thats how i mean it
So for the same amount of time invested low lvl players get less honor.
In order to encourage low lvl pvp blizzard gives them a higher rank up.
Lets say the lvl 20 is standing 150 and rank 0
in audition 2 lvl 60 with rank 0 and standing 50 and 175
in rank update the lvl 20 gets to rank 4
while both 60 reach rank 3 and rank 2

all these numbers are made up but i hope u get my point:-)

Okay I get what you say, I just don't know where it comes from, I found no such mechanism of Blizzard giving low level players higher rank progression.
