The server till forever be stuck in patch 1.12.1. They will also open a separate TBC server to which you will be able to move your characters.

Likely will go down a bit when people finish the game but luckily enough, it can afford to go down ever so slightly...

Naxx will never be clear, if the main source of conflict is tubers and songflowers.

They will offer the ability to COPY your vanilla toon to the TBC server. Not move.

Giving you the opportunity to do both.
