I haven't bothered to level a character since release when I did it and it was full of pvp and griefing.
But we also greifed players as well. Shit I remember my entire guild pausing leveling just to hunt and kill freq for hours at a time and would just end up with mass pvping. It's part of the game go to the PVE server if you can't hang.

Such behaviour is considered griefing which includes but are not limited to the following:

Summoning demons at the initial starting zones of new players;
Intentionally killing or disabling important quest NPCs for an extended period of time which exceeds 24 hours.
