Afaik, the reduced reputation affects only mobs killed and not quests

It does affect reputation gained from quests too.

for quests that were supposed to give 250 rep with darn i got 100 rep, yellow lvl, and the one that said 500rep gave me 200 rep:)))))) also yellow:))
