World drop wand with bonus healing balancing issue?

Hi

When I was doing BRD the following item dropped from trash around Angerforge:
Glowstar Rod of Healing with +31 Healing

Due to recent topics about balancing and tuning stats from items back to pre1.4, I was wondering if this item will drop on release or if it will be removed and added later on?

random stat enchantments have always been around. this should not be affected by their gear overhaul, but don't quote me on that.

Hey what addons do you have?
The font on that item info and the color coded borders make me remember my old ui.
Cant remember what addons i had but it looks very familiar.

I really believe that "of Healing" are overtuned.

That wand would be BiS for a long time and I believe it shouldn't really be the case.
I mean, when would you change that?

Correct values possible for for Glowstar Rod, each item should have it's own list and usually multiple versions of the same suffix; this issue hasn't been fixed on any mangos cores that I know of and is rather a tricky one due to the amount of time needed to dig threw each item type, and the possibility that not all were ever recorded (though most were clearly)

Supposedly, 31 healing was possible at some point, though it was most likely nerfed out of existence that would be hard to proove but it is easy to proove it did exist.

In retail I wore a +21 element damage wand on my mage, though I don't recall seeing high healing wands its unlikely that the database entries to zam are lies.

Talking about +healing you can see from your page:

+15 Healing Spell
+18 Healing Spell
+29 Healing Spell
+31 Healing Spell

I guess +29/+31 were present from the start...then in some "unspecified" patch (I couldn't find when), these "Random Enchants" changed to +15/+18 (to balance them, so you would actually use raid loot).
The archived page shows them all for that reason, but I think we could fairly assume that during June 2006 the OP enchants were not dropping anymore.

Taken from the patch notes of patch 1.9:

Incorrect amounts of abilities such as Attack Power, Increased Fire Damage, or Increased Healing Damage were being applied to all random item property world drops. Two handed weapons such as Staves had much lower amounts of these abilities, while ranged and one handed weapons had too much. All further drops of these items will have the correct amounts, but previously dropped items will not be affected by this change.

Apparently the items with op stats shouldn't drop anymore.

But if the goal is to replicate drops like they were prior to DM and 1.10, at launch these wands should be with their higher values for awhile
