It's Blizzlike to ban people for 'zone disruption' on pve servers, but only if you waste several hours camping the same npcs.

From the Terms of use agreement of Nostalrius:
D. Griefing

Players can interact in a variety of ways, not all of them constructive. You may encounter players that steal resource nodes, chests, items, lead monsters to new areas and summon demons to raise havoc. Nostalrius staff will not intervene in these situations as the community may take measures concerning these players. However, behaviour that is considered to be contrary to the essence of the Game will be considered a violation of this agreement. Such behaviour is considered griefing which includes but are not limited to the following:

Summoning demons at the initial starting zones of new players;
Intentionally killing or disabling important quest NPCs for an extended period of time which exceeds 24 hours.

I've never killed any quest NPC myself, but sometimes I was on guard to prevent killing them. But it was long ago when I was younger and enjoyed PVP )

Like others have said, you can kill quest givers, but, if you take it to extremes, like more than a day, it is considered griefing, per Nostalrius' policies.

Isn't a quest giver a civilian? If so you'll get negative honor.

Its all well and good, but I have seen an ally mage camping the Free From The Hold escort quest near Ratchet - he would just kill the escortee right before you would finish the quest. I dont have a problem with that, but he doesnt get PVP flagged for it, so its VERY annoying. Such people dont really care about dishonor, they are there for the lulz.

Now the easy way to at least make such things less lucrative is to set PVP flags for such npcs, then players would at least be able to heal them and the griefer will actualy get PVP-Flagged too. This form of abuse opens new horizons for trolling on PVE server
