Transfers would only encourage people to play less, not more

On the other hand people who had enough of being ganked would transfer to pve instead of quit playing = play more.

Anyway, transfer could be a simple thing: remove the character completely from the PVP realm and level up a new character on the PVE realm to 60. No money, no mount, no raid gear, etc. Only one char / account, only one time. And do it only when there are enough lvl60s on the server and all "server firsts" are done.
This way people who only want to play by different server rules (and did not have the option to choose between them) doesn't have to spend weeks or months of playtime on a content they allread passed on a few months ago.

Transfers won't happen. The servers will be on completely different time lines as far as content and loot goes for who knows how long.

Transfers would be biggest mistake for PvE realm. It ruined retail servers and it would do very same thing in here. So No transfer EVER.

How about no. Maybe after 4 or 5 months and then only if: ALL gear, mounts, gold, reputation, quest variables, and pvp rankings are stripped from the transferred player. Basically a level 60 that is as fresh variable wise as a level one player. Considering the massive amount of work this would require database wise, its probably not worth it. Just spend the 2 or 3 weeks to level a new character and get involved in the new community that forms around this server.

Splintered communities and guilds. Believe it or not this game used to be about COMMUNITY and social interaction way before it was turned into a theorycrafting/perfect timing based game.
