Leveling resto

Grab a gathering profession like skinning so that you can vendor the leather and hides and spend all that profession money on stacks of water.

Or hopefully run into a nice mage that will make you stacks and then make sure you never ever log off

People overestimate enhancement. Its not like resto and elemental shamans arent allowed to melee. They still get windfury. They still wear leather/mail armor. If they dont want to wear a shield, they can use 2h staves. You can play your resto/ele shaman 99% the same way as an enhance shaman. If you try to play like a mage, of course you will go oom, but you dont need to.

I dont think resto will be that painful. Obviously, you will be popular for instances. But even for solo leveling it isnt going to ruin you. Maybe you will take 20% longer to grind mobs. Who cares? By level 40, maybe you will be 50% slower than someone rocking Scarlet Monastery Mail. Still not the end of the world. You will be able to solo elites/reds much easier too, and avoid dying and having to run back to your corpse.

Keep in mind though that you can heal instances as any spec. As enhancement as your gear becomes more and more specialized towards melee you will need to hang onto alternate gear for healing, but as elemental you can comfortably heal with whatever you normally wear.

Gonna be making a resto sham saturday morning and was wondering how painful leveling resto will be or if it's better to spec ele to make questing easier?

Painful, unless you plan to group a lot, then, less painful. I would recommend enhancement.
