From what I have seen so far it's not working. Will this ever be working or is this something the dev team has no interest in fixing?

I would like to know this as well. I'm glad there are decorations, but the apple buckets and the trick or treating does not seem to be functioning anywhere.

I haven't had any luck with the apple buckets, and I remember them working on the PvP server.

Maybe it has something to do with the patch the PvE server is on, what patch did seasonal events come out on?

Hallow's End was added in patch 1.8.0. I hope this answers your question!
