Yeah the effect doesn't matter, the 10 stam is huge all twinks are after.

I've heared ppl saying the effect actually works tho...
I never could find a proof of it working back in vanilla days for levels under 40 and every comment on wowhead is saying it should not work under that level.

Now when you have it, can you tell if it works or not.

Yea to my surprise it does, I swore it didn't then again I got it in wotlk on my lvl 1 twink. Possibly could have changed by the time I got it. My lord is it op, imagine it on 19 twinks, 20min CD though.

Weren't most "doesn't work after / before level X" limitations added in TBC / TLK, or at least after Vanilla ? Thought so !

Not sure, if they were it's easily BiS for any twink. Even if you just swap for the CD heal and don't use it otherwise. If anyone does take the time to get it it's definitely worth it. I was in a 15+ player rep raid cycling the village beating timers, got the rep quite quickly. Solo farming however would take a significant amount of time.
