Just remember those 2 don't stack with each other. So only use one.

I always thought they did in Vanilla because they reduce armor by a fixed amount, and never found anything proving it wrong, but if you have any evidence please do share .

Raid preparation is a long and difficult task, which is why the available items from the PvE content will be what you could find in and before the 1.4 patch.
The item restoration doesn’t only affect the pre-raid content, it also affects loot tables of raid bosses.
