Wasnt rare mob always supposed to drop green? Well the Troll in Gol' Bolar quarry drop white.

Edit: Hammerspine, and it is especially weird since otherwise we are flooded with green loot.

A lot of low level rare actually drop white item instead of green item or a mix of both.
