Are the Rank 14 weapons updated on PTR?

Assuming they'll still be updated according to the original timeline, since no specific change has been stated.

Regarding PvP equipment (which is for us a major point) :
* PvP equipment sets (R7, R8, R10 & R12, R13) will be available with original stats (before 1.11 patch) at server release.
* R14 weapons won't be available for players with the corresponding highest rank until ZG's release.
* Once ZG has been released, new PvP items will be available (R7, R8, R10), and R12/R13 items will be updated, in line with the stats known after 1.11 patch.

We announce that these R14 weapons (related to the patch 1.4) will be available at server launch since statistics of these weapons will not bring a balance problem with PVE equipments progression. At ZG release, the weapons will be automatically upgraded with the stats from patch 1.12 : players won't have to buy the new ones, and enchantement on the weapon will be preserved.

Although the pvp item update wasn't fully incorporated into the new timeline posted recently...so who knows!

What you highlighted was also edited to saying that the server was now back online. It most likely has to do with

There is some missmatch between the live and BWL database, developers are working on it to fix this quickly. Sorry for the inconvenience.

However there was no mention of downtime, just that they know there is a problem, so id assume that is the reason the server is down.
