That's how it's been like for every patch release on nostalrius.

It's probably becauce they fix loads of things last-minute. You can check it on the bug tracker when some things are changed to resolved.

If they released it earlier, either the patch notes would be inaccurate, or they would be promising things they didn't implement yet.
