It was not until 1.11 that the epic PvP armor received a stat upgrade and the new blue PvP armor sets were introduced,An updated set of armor rewards have been added to vendors for Honor ranks 7, 8, and 10.
The armor rewards for Honor ranks 12 and 13 have been increased in level and stat point allocation.

It doesn't make sense to have updated PvP gear in the game right now. These items were designed and budgeted to be competitive with players in T2.5 and some Naxxramas gear. With everyone still stuck in T2 on Nostalrius, these items are disproportionately better than anything else currently available.
For example, R13 hunter armor has 30 more agility than the equivalent pieces of hunter T2. Consider that hunter T2 only has 14 more agility than the equivalent hunter T1 armor. The PvP armor is a full tier's worth better than the available PvE armor for PvE content, which is never how it was in vanilla.
If you are only talking stats you need to put the extra intellect, resistant and set-bonus into consideration as well.
