What classes benefit most from r13/14 gear?

As such, i guess my question is not really "what class has the strongest rank 13 set" but rather "which sets are worth it and which are not?".

That depends entirely on what you intend on doing. If you want to PvP, the r12+ stuff is really good until you get to AQ40/Naxx lvl PvE gear. At that point, the glass cannon vs. tankiness of the gear sets even out. A r14 warrior doesn't hit as hard as an arms warrior with an Ashkandi and t2.5 gear, but he's got more HP and set bonuses that are more beneficial to PvP.

If you intend on PvEing however, you'll replace most, if not all of it by the time you finish BWL, so the time investment you'd make in grinding out r14 isn't even close to worth it.

for paladin you will not find a better set until t2.5 really. i meaen for retribution at least

only reason rogues get the r13 set is cause they are going for r14 weapons which are very good

It's stupid to pick a class based on benefits from rank 14 gear. You will spend months farming Bgs for rank 14 so the best way is to chose class u enjoy the most.

So do I need to do raids to compete in PvP since PvE items are much better?

Enh shaman seems to be not very popular in raids and hence I might run into trouble at late / mid term PvP since everyone runs AQ gear while I'm stuck with PvP gear.

you can probably find a more casual guild that can take an enhancement in their raid, not the best spec but it brings some utility as well.
If everything goes against you, eat it up and farm some healinggear.

Most likely it depends on the raid, but is it common or rather exotic?
