1. It doesn't have cooldown
2. It doesn't drain mana, it only burns it and doesn't replenish anything to the hunter

Unfortunatly for hunters, the spell is working as intended i.e no cooldown and no mana replenish.

That's how it worked back then. It was OP as hell in Classic. Blizzard nerfed it repeatedly over the years afterwards and eventually removed the thing entirely. Drain Mana(Warlock) was also nerfed, then later removed. Mana Burn(Priest) was left in the game, but nerfed so hard it was nearly worthless after they were finished with it.
