The cooldown wasn't reduced with the talent (improved mind blast - reduces cooldown by 2.5 seconds.)

Could still fear people with whom I duelled after it was over (psychic scream.) First session at least, didn't try on the second.

Was it at the very end of the duel, or a few time after ?

Could no reproduce (tested with the last rank).

Well it was a duel between two shadow priests and we realized it at the end of the duel, he feared me like 1-2 secs after, then the fear ended and I went to fear him, it did work too, none of us did anything in-between, so it was both I'd say, once right after, once 10 secs later.

It's weird about mind blast though, I should have tried to respec for the second session maybe
