And also without Stealth, unless you have the patience to sneak up on every mob, slow as fuck and from behind because you only have garrote.

It gets much better at 26 with Cheap Shot and Stealth 2.

Don't use Cheap Shot for mobs, you miss out so much dmg (250~ @ 26) and only get 4 secs of stun in trade.
I use Garrote, followed by 1-point rupture (as the tick does the same amount of dmg regardless of CP).
Then it usually takes 2 SS to finish the mob.
Once you get deadly poison you can just Garrote, Rupture, Deadly 3x (luck based since no shiv )and run to the next mob. Dots will usually kill the mob off.
I've got little to no downtime this way, which an occasional bandage takes care of.

It's all about your weapons, and rogues (as horde at least) have a good sword from almost any instance up to ZF on QUEST.

You're at probably the hardest stage of a rogues life. Not a ton of skills available yet to you. If you're using daggers, definitely going to be harder to level.

Here's some suggestions:

Get a nice high delay/dmg sword or mace (possibly spend a few gold on AH for one)
Put points into combat until you get blade flurry (precision is imo the most important talents to get first)

I can relate to the players here! I'm having a hard time against mobs the same level as me and finding weapons and items that could help me to fight stronger mobs.
