I much prefer things to be consistently useful. It can be a real pain when 2/5 of the mobs you kill don't end up restoring all the mana you spent to kill them.
3 to start might be good, but once you've got 5/5 Improved Wands, you should definitely just finish maxing out Spirit Tap. The only other alternative is to put the remaining 2/5 in Blackout, but that's only a 4% chance on spell damage to stun the target. The stun won't proc very often. Killing mobs, on the other hand, happens very often, and with 5/5 in Spirit Tap, every killing blow is a free mana potion.
