If the debuff could not be resistet separetly after you crit, the formula would be 1-(1-critchance)⁴ but since it can, the chance for the event of "no apply" is the chance for a normal hit+the chance for a crit with the debuff resisting individually, so the formula is 1-(1-Critchance+Critchance*(1-Hitchance))⁴.

The whole dps formula for 7/21/23 with SB rank 9 is (481.5+spelldmg*6/7)*(1+critchance)*hitchance/(2.5+1.5*(355-mp5/2)/((420+spelldmg*0.8)*1.2*1.15+mp5*3/10))*(1+0.2*1-(1-critchance+critchance*(1-hitchance))⁴)*multiplier-debuffs. (Not counting in any spell delay or the fact that you dont need to use life tab in the beginning of fights because of the mana you start with)

Not sure how you got to that formula, but its exactly the same as my first one.
Assuming 15% crit and 83% hit

1 - (1 - crit * hit)⁴ = 0.412
1 - (1- crit + crit *(1-hit))⁴ = 0.412

The actual formula for an unbugged ISB:

1 - (1 - crit)⁴ = 0.477

The 12 second duration can be ignored since 3+ warlocks in a raid will always consume all the charges.

Don't forget that ISB can be pushed off in the current debuff environment, so how can that be configured into your uptime calculation?

It can't, its unpredictable. Personally I don't see it being pushed off very often, since its a medium priority debuff.
The debuff cap will be increased in 3 weeks anyway so there's no reason not to include it.
