Earthshaker - does it proc in feral? O_o

The 2handed mace from MC: http://db.vanillagaming.org/?item=17073 (Earthshaker - Chance on Hit: Stun enemies)

does it proc in forms? I was told it did, but as far as I know, Chance on Hit does not work for forms??

Can anyone enlighten me?

It does not work in feral forms, but there are caveats. See my post here:
