Is Windfury Totem having a short delay, Blizzlike?

Like title suggests, is it blizzlike that Windfury Totem has a 3 second or so delay before affecting players in its radius?


I hope somebody that has more clear of a memory would know and share, or better yet could somehow find a source where i could not.

The exact same thing happens with Grounding Totem. I can't count the amount of times I've dropped it as a mage is casting Polymorph, only to still be sheeped and have the buff while cc'd.
