I would max out shock time reduce.
Clearcast on crit is a pvp talent since you should not pull aggro u wont get hit.
And on aoe fights where u get hit u will offheal:-)
Rest is ok!

To me shot times more Pvp oriantated as id only really be keeping flame shock up and the occasional low rank earthshock. The clearcasting is Mana conservation no?

Even if yly use shocks rank 1 having more interrupt in a long fight is worth it:-)

Done some tweeking with the build, leveling with this atm. Depending on +spellcrit at 60 i might drop EM for something else Xx

Why would you ever take 5% mana over 5% crit?

which, if you level as elemental, will get at 60. So for leveling purpose it's better to go 31/20 and then respec at 60.
