I think if you do 18-33 , elemental devastation it's too good to ignore - +10% crit after you crit with spell , and in pvp you use spells all the time shocks almost by cd . And sometimes if I see that's it gonna be long duel/fight i'm using 1lvl shocks with low manacost but it will trigger this talent anyway so for low cost of mana you can get +10% crit which is awesome.
