Downrading Healing spells

As the title tells you I'm looking for the right ranks of my healing skills.
Downrading from max rank makes it more use of my manapool but I'm not sure how many ranks i need to downgrade.

What are your thoughts? What is your experience with it?
I'm using most BiS items right now to give you a guideline.

Downranking healing spells makes use of your + heal on your gear in order to be effective at healing and mana efficient at the same time. Note that long casted spells(3 sec and more ) get a better coefficent then short casted spells! The point is to constantly heal over a longer period of time while avoiding overhealing. Inin order to do that test yourself. U need a single target heal spam of roughly 500 as a start. Your group heal should be arround 750 spamable. And the rest is situational. Perfect would be you constantly healing for 5-10 minutes while using pots and consumables.
Lesser healing wave i use max rank
Chain heal rank 2
healing wave rank 5-6
is what i use atm
Learn boss encounters in order to predict incoming dmg to stay on top of the game! example golemag at 20% that aoe dmg is tough:-)
With consumables i can constantly cast heal spells for all boss encounters!
use healing wave rank 1 on main tank if nobody takes any predictable dmg, to give him 25% armor!
at the end of a fight when your consumables are on cd, boss down and you are at 5% mana, while constantly casting the entire time, and avoiding overhealing, you sir have done your job:-)

the way to calculate optimal spells is by dividing avarge spell healing amount by spell mana cost. You get healing power per mana used for each spell and you can determine the most efficient ones. Being aware of these ratios is the first step towards efficient healing. In these calculations you can include a spells chance to crit, however crit is more of a nusiance for efficient healing as you cant rely on it and most of the time crit amount ends up as overheal.

Depending on your role as healer (tank\raid healer) and fight length\strategy you would use appropriate gear, spells and consumables.

You should really have more ranks of spells available than that. I use:

Chain Heal ranks 1, 2, and 3
Lesser Healing Wave ranks 4 and 6
Healing Wave ranks 1, 4 or 5 (whichever is more sustainable for your gear), 7, and 10

Those spells should address nearly every amount of damage with the least amount of mana possible.

Wouldn't Healing Wave rank 5 be more mana efficient since rank 4 is acquired before lvl 20? From what I understand, you get scaling penalties when using healing spells below level 20. I'm sure you have a good answer for this which is why I'm asking.
