Anyone willing to post a spec? I guess i can go 11 points into elemental for clearcast and then go into enhancement?

Also what are the stat priorities while leveling?

I personally see lvling as something that is done steadily and best without downtime. As ememental you have a much better armor value and also a shield so I would spec into elemental and take a dagger with flametongue

On a spec I would focus more on consistency than on pure output sincee the main focus will be to kill mobs as efficient as possible:
All specs should include +block, + dodge and parry for survivability. Also ghost wolf up to lvl 40 for obvious reasons, it is awesome to have a travel form on a 1 sec cast trust me!

With the fact of flametongue as your main dmg source in the back of your head, there are 2 main points you want to get in your spec, 1 is flurry and elemental weapons in your enha tree, 2 is to boost your spell crits for them to deal 200% of the dmg instead of only 150%.

I would go for something like that: http://db.vanillagaming.org/?talent#hE0uhc0oZEVf0V0uo
Good boost on your melee, a lot of benefits from your elemental tree to not go oom too fast, good survivability (wear mail armor whenever you can, always have a shield).

Since I'm already a 2H at lvl37, after some doubts I decided to aim towards this one:
http://db.vanillagaming.org/?talent#hgczLchoZxibzi0uh

I state that I have deliberately avoided some dps talents because of the leveling stage I am still, and to address gankers.

That's why at 60 (since I'm going to do mainly PvE) I'll remove:
  • Ghost Wolf (2) in favour of the Improved Lightning Shield (2),
  • Elemental Warding (3) for Call of Flame (3),
  • Guardian Totems (2) for one more point in Lightning Shield (3) and one in Weapon Mastery (4)

Any further suggestions are appreciated by the way.

Why arn't you going for SS while leveling? Also imp LS gives you a very mana efficient damage spell that you can activate out of combat.
Crit talents while leveling (Flurry, Elemental Devastation, Elemental Fury) are prerry meh while leveling since you have so little crit. A crit on a normal mob will often drop it so much in HP that you won't fully benefit from these spells (their whole duration).

While leveling you should be able to get away from most ganks with grounding/imp ghost wolf. Kite melees then ghost wolf. Vs casters ES + grounding and ghost wolf.

Pre 40: Go Shield + fast MH + Flametongue. If you go 2H you might aswell go for staves. Their damage doesn't drop off until lvl 60 epics compared to 2H axe/mace. And you won't have to relevel their skill at lvl 20. They often give some int which is always nice. I prefer it over the proc you find on alot of 2H axe/maces.

At 40: If you are going 2H you should go SS and slow 2H.
You could stick to the shield + fast MH. Pull with lightning bolts. Put down searing totem + fire shock + lightning shield + melee with flametongue to get them down. I think this is actually faster in the long run. Since this build conserves alot of your mana and you'll end up with alot more int on your gear. But ofc big WFs are too much fun.

I think alot of shaman underuse Stoneclaw totem and Searing Totem and their imp talents while leveling. Stoneclaw can soak up alot of damage when you do a double pull or agro. It costs very little mana for the damage it can soak. Searing totem is just very mana efficient if you put it down in the beginning of a fight. Even without the talent. You can often put down searing, kill a mob then pull the next mob towards it.
