Why arn't you going for SS while leveling? Also imp LS gives you a very mana efficient damage spell that you can activate out of combat.
Crit talents while leveling (Flurry, Elemental Devastation, Elemental Fury) are prerry meh while leveling since you have so little crit. A crit on a normal mob will often drop it so much in HP that you won't fully benefit from these spells (their whole duration).
While leveling you should be able to get away from most ganks with grounding/imp ghost wolf. Kite melees then ghost wolf. Vs casters ES + grounding and ghost wolf.
Pre 40: Go Shield + fast MH + Flametongue. If you go 2H you might aswell go for staves. Their damage doesn't drop off until lvl 60 epics compared to 2H axe/mace. And you won't have to relevel their skill at lvl 20. They often give some int which is always nice. I prefer it over the proc you find on alot of 2H axe/maces.
At 40: If you are going 2H you should go SS and slow 2H.
You could stick to the shield + fast MH. Pull with lightning bolts. Put down searing totem + fire shock + lightning shield + melee with flametongue to get them down. I think this is actually faster in the long run. Since this build conserves alot of your mana and you'll end up with alot more int on your gear. But ofc big WFs are too much fun.
I think alot of shaman underuse Stoneclaw totem and Searing Totem and their imp talents while leveling. Stoneclaw can soak up alot of damage when you do a double pull or agro. It costs very little mana for the damage it can soak. Searing totem is just very mana efficient if you put it down in the beginning of a fight. Even without the talent. You can often put down searing, kill a mob then pull the next mob towards it.
