Seal of Command should ONLY ONLY ONLY be able to be partially resisted against a higher level mob if you don't have enough +melee hit rating.

Otherwise, it would be an unfair case of negative double dipping against us.

TLDR SoC partial resists are bugged here and occurring regardless of whether the target is higher level or not.

1:15 - he swing with seal of righteousness 36 , he judge with righteousness 82 , he use seal of righteousness and hits 35

see how much damage it does for lvl 32
exactly as i explained in the formula there that damage variate each swing and scaling with weapon min/max etc

according to his judgement , he is using rank 5 which maximum does "according tooltip" 31 damage, but this guy is pushing 35-36 damage because this scale with weapon min/max dmg (according to formula that i explained) .

There is your evidence that Consecration should never scale with attack power in Vanilla


The only damage increase it gets is from Judgement of the Crusader and Zandalari Trinket (look careful at his buffs and enemy debuff)

Watch 1:16 he parry with his white swing and then with minor delay his command proc , later he uses his hammer of wrath

This mean even if you dodge/parry/miss with white hits with 0.5 delay command should still proc.
