Mages (Blizzard + Clearcasting?)

Hello, would like to know if clearcasting procs of off bliss(tick dmg as it should) on this server.

It's not supposed to tick off damage. It's supposed to activate on successful spell hit. Watch this video: https://www.youtube.com/watch?v=unusjpGt8bY

If it activated on every tick he would get clearcasting every blizzard cast but he doesn't.

You have the same chance to proc clearcasting off a frostbolt cast as you do a blizzard cast on 50 mobs
