Nah I'm not sure, maybe it was 26%, not 30%.

I'm not saying anything definite here, I didn't do proper research on this, just an observation stemming from running BGs as a healer for a long while (and yes I'm aware of things like shadow resistance and talents, though nobody sane does a regroup and full rebuff after every death in a BG). Bottom line is: hit good. You want.
Actually it got me wondering if extra hit (more than 4% pvp cap) helps against stuff like priests' 15% anti-silence talent. Anyone know?

So for pvp : 3% or 5% touch required ? 0% or 1% incompressible ?

Yes.

Looking for a macro where you can swap to a weapon with more spririt and then cast evocation in one macro.

I have tried

/equip "staff name"
/cast Evocation

but this macro is not working for me either casting evocation without changing the staff or vise versa.

Just use a /script UseAction(X); macro, twice, with each time your staff in your action bar and the corresponding slot number in your macro.

Also, who has a good spammable arcane power macro?
