Mage Impact Stun?

Can anyone confirm that impact does not work if you have frostbite?
I submitted a bug report here http://report.nostalrius.org/plugins/tracker/?aid=2375
and they marked my report as invalid, claiming that it works fine.

I don't have frostbite, and it doesn't proc in pvp as well as most pve encounters. However, I had it proc with rank 1 versus a player (duel), where the day after it never procced w/e the rank I used (same build, different player).

It is broken, but sometimes it may work in certain circumstances, they have to test it in other situations.
