Are mage quests bugged?

If it matters, I'm on the PvE server:

Seems like nothing I do will make the level 15/16 mage quests be offered to me.

The I've been to goldshire and ironforge and the optional, level 15 quest isn't offered. Since it is optional, I checked with Jennea to see if I could skip it. She never offered me one since 16 and suddenly at 20 she has a gray question mark above her head (which I suspect is the level 26 mage quest)

Any other mages able to get the quest?

I relogged and Dink in Ironforge had the quest for me. But for some reason the mage trainer in Goldshire did not.
