Improved Frostbolt working properly?

Curious if Improved Frostbolt seems to be working properly. My first talent actually changed the tooltip to 1.4 sec cast time versus 1.5; however, 3 talents into it and it is back to 1.5. It may just be wrong in the tooltip.

are you using a higher rank frostbolt maybe?

Rank 1 and 2 of frost bolt (and most other spells) have shorter cast times than higher ranks.
