Nostalrius Begins - Quality wow vanilla realm (1.12)

I'm levelling as fire power + PoM mage and I intend to play it at level 60 so I am setting up keybinds. Do I need CoC rank 1 and max rank or will I only use rank 1 as a slow and save mana for fire damaging spells?

I did Rank 1 most of the time. The fire crit and bonus dmg from deep fire talent tree makes you go only with firespells in combat. When fighting elites CoC is a must, but noone prefers to give the mana for it.
