That's a bug or server lag I've faced also. Some examples:

I press IB, it goes on cooldown, I still get damaged and die cause I'm still not in IB.

I press IB, while something is midair and it still lands on me interrupting IB if it's CC (like death coil) or damaging/killing me inside of IB.

i wonder if this is related to similar bugs with other spells/items that give an annoying delay before an effect is applied

for instance engineering grenades have a delay on them

I've had this issue when i had iceblock in a macro to stopcasting.

After i got rid of the macro and just use the default spell as is, it works perfectly now.

ps. Same issue with Blink, however on my Counterspell macro ;

/script SpellStopCasting()
/cast Counterspell

It works perfectly without any issues. Strange but yeah..
