The testicles of most males "drop" when they are at most a year old. Any later than that and it becomes a condition known as cryptorchidism and requires surgery to correct. It's also no laughing matter because leaving it uncorrected increases the chance of fertility problems and testicular cancer in the affected testicle and even has the potential to cause deep-seated psychological issues.
OP if you are 12 years old and your testicles haven't dropped yet I recommend you visit a doctor, don't wait.
