Yes that hunter is of many exploits, you can easily see he probably flyhacked to get to that roof, and those arrows were almost certainly bought with duped gold.

or if this is allowed, i guess standing on walls in Silithus is also allowed cus guards cant attack?

AFAIK it is.
And even if it was not, guards in Cenarion Hold, LHC (and, on this server, in all the goblin cities) are able to kill level 60 players with ease, so people pretty much have to safespot. Darkshire is guarded by lowbie guards with tiny aggro ranges. Feeling a difference here?
