Which means a level 29, regardless of honor gained which turns into rank points, should be able to achieve a maximum of rank 3.

In the ranks thread, there is a level 19 priest who achieved rank 4, which raises the question, are levels not being accounted for when determining rank? or am I misinformed about the system somehow.

Would love either a knowledgeable response or a response from the Nostalrius team.

Seems to be bugged, I remember very clearly from the level 19 vanills twinks on retail that they were all rank 3
