Is it possible to get the same standing as someone else?

Do you need to get the same exact honor as someone else? Someone said that Kungentv during his rank R14 grind got R14 as well as a couple of other people because they all stopped at the same honor to get the same standing (not the exact same honor but only the first few numbers matter when calculating it) Is this true? or does other factors come into play when trying to decide standing for people with the same amount of honor?

A certain amount of people get put into brackets based on percentages. Bracket 1 being 13000 RP-12001 RP and bracket 2 being 12000 RP- 11001 RP and so on. The amount of Rank Points you get among your bracket depends on how close in honor you are to the #1 person in your bracket. This is why people stack very close together so they all gain the same RP (give or take 10-20). So, standing 1 will always get 13000 RP but the 10-15 other people in bracket 1 may get anywhere between 13000 RP and 12001 RP depending upon how far they are from standing 1 in honor.
