Where can i buy Scout's Blade?
Atm my rank is only Grunt so i dont know if im even eligible to buy it? if im not, what is the requirement to get it?
And where is the npc that sell it?

you need to be revered with silverwing. it'll take some time. I wouldnt farm for it, its not that good or worth the effort. Im lvl 60 since a couple of months and have just recently reached revered with silverwing.
