is there a cap on how many Ranks you can gain each week?

Lets take this example.

LvL 60, farms 500k honor. PVP rank 1 Private

is there any "cap" on rank ups each week, so he would be stuck at rank 2 99%? or could he make it to rank 4 directly?

No, but there is a limit to how much RP you can get per week. Which is capped at 13k.

A rank 1 person has like 0-1999 RP. if he had 0 RP then he would be at rank 4 60%.
if he had 1999RP he would be at (13000 - 399 = 126000) rank 4 56ish%.

RP goes up 5000 after rank 3. So after rank 11 you can no longer rank up a whole rank in one week.

(40000 * .2 - 130000) = 5000. After this its impossible, and takes multiple weeks to rank up.

There are charts out there that specifically tell you the rp and time frame based on your ranking; and roughly how long it would take you to reach your desired rank. There are areas such as people fighting for grand marshal/high warlord that can decrease the rp you receive as well.
