Basically, at the end of the week... it decides how much progress you made based both on YOUR honor... and the honor of EVERYONE ON THE SERVER IN YOUR FACTION ...
So if -this- week.. people do more, or less honor grinding then the previous week? (Say.. a popular Battleground week-end?) ... all estimates could be INSANELY far off.

There's science behind it, but to follow it, and be able to predict it would require you to be in the highest honor ranks (which have less fluctuation) and continuously follow the amount of honor other rankers (AKA: In yours and other people's premades) were making.
If you aren't doing that? The science is to crazy, and isn't worth your time figuring out.
Time spent figuring it out is BETTER SPENT grinding in a BG. If you spend a few hours each day in Alterac Valley, you'll rank up to Rank 6+ or 7+ within a few weeks if you aren't already there.
I'm rank 6, in a month and a half (when I got on the server), barely doing any BG's at all (I'm not even friendly in most of the BG's) just off of World PvP. My results may be 20% or more better then yours though for that time-investment, because I literally play like 15 hours a day and leveled so quickly (in a month and a half) to 60. I spent no time grinding honor at all, and actually got my epic mount, and have spent about two-hundred gold per day getting my blacksmithy to max, getting bank slots, buying items I need for healing, DPS, and tanking as a paladin-- and getting a few epic Blacksmithy Plans.
If you actually -do- battlegrounds for an hour or two per day? You'll easily surpass me, since I've ranked off of -just- world PvP.
Every week though has a 20% honor decay; so keep that in mind.
