Same as with the dm n issue. If one person on the server does it its tolorable. But when it becomes common it becomes a problem. I welcome world pvp. But shooting people like this for me isnt player vs player. As rhe one being zttacked can only run or die. I hope the people u report for this enjoy the warning. Its fun for me to report them.

Nost staff tried a couple different thing as they worked their way through this issue. First it was allowed by default, then it was only allowed so long as you weren't AOEing through rooftops, then it wasn't allowed in any form. I believe the old TOS was a little more clear about it, now it simply says,

Engaging in combat whilst standing on a section of the world that neutralizes the ability of town guards to detect and/or engage you.

I'm guessing they're purposefully leaving it vague so they can mete out different punishments for different levels of Dbaggery. But if you take it as it is written, It says if your standing anywhere approximately near to guards and attacking opposing faction without getting aggro, you are safespotting and deserve some type of sanction.

Ya, it almost cries out for examples, but then the TOS is gonna get pretty long. Also, you guys gotta realize this is just "like" Retail vanilla was, it's not necessarily going to be the exact same experience and that's cool, so long as the lines are clearly drawn in advance. This is a fine example, as the rules have changed several times to tailor to the observed needs of our own, unique server.

I understand this, but on the other hand if "fixes" start to change how things were back in live, more (justified) demands will emerge. DoT tagging is a perfectly justified example. And many more that get the answer "that was the way in vanilla".
