The problem on Nostalrius PvP is not the Chinese, but the sheer amount of people and the instability that results from that.

The reason people focus on Chinese is that they generally "live apart" from the rest of the community and thus appear expendable.

Separable, more like. Separating them from the english-speakers would hurt nobody, as the chinese already have a community, that, as you've noted, "lives apart" from the rest of the players. A separate server would only be to their benefit.

Has there been a definitive response to this issue by the higher-ups at all, or are they just going to moderate the thread but not contribute to the discussion aside from editing posts

The problem on Nostalrius PvP is not the Chinese, but the sheer amount of people and the instability that results from that.

So who came to this server last? And was it a small trickle of players or a flood? Server population hovered around 7-8k for the past few months and there was actually some realm stability. Recently the server population built to around 10-12k in a matter of weeks and its no mystery where these new players came from.

Its no wonder people are blaming the Chinese, and rightfully so. If it were any other group pushing the server to its limits they would and should be blamed for bringing overpopulation, lag, and disregarding the ToU.
